MN 202A.18 Caucus Procedure

This statute governs procedures at the caucus. The Party must comply with the provisions of the law.

The statutes related to precinct caucus must be followed by the Party and by the Chair of the Precinct who will run the caucus after elected. 

There is a script to follow that lists the information necessary to run the caucus. 

Be sure the elections are run properly and the names of delegates are reported properly to the attendees- take notes and pictures to protect your election results!

Subd. 1 Temporary Chair

The temporary chair is the temporary convener.  This temporary convener may or may not be nominated to be the Chair of the precinct- this is a decision to be made by the caucus participants. 

Once elected, the Chair of the precinct runs the caucus. 



Subd. 2

Secret Ballot is required for ALL votes.



Nominations and elections for Officers & Delegates/Alternates

The law requires all officers, delegates and alternates be NOMINATED. There is no requirement to be present or to fill out an emergency form. Have names of persons to nominate with their contact information with you at Caucus so you can be sure to fill ALL of your delegate spots on caucus night.

Subd. 4- The CHAIR must certify

202A.18, Subd. 4 requires the CHAIR to

  •  announce the names of the person(s) elected. This should occur after each election: Chair, Vice Chair, Secretary, Delegate, Alternate. 
  • certify the NAMES of the people elected to the county or legislative district committee
  • certify the NAMES of the people elected to the chair of the state central committee.

The convener can NOT certify the names- IT MUST BE THE CHAIR who certifies.


This form does NOT certify the names, it certifies there were elections. Attaching the page to a stack of documents is not compliance and opens the door to list manipulation.  Demand the  paperwork be completed properly BEFORE the caucus is adjourned.


Create a form and bring it to caucus that  is a sign in with names and contact information of attendees on one page so the people can contact each other.

  

Before meeting, ASK if you can take a photograph of the documents related to attendance before meeting adjourns. If you are told no, make a motion to allow attendees to take a photograph of the sign in sheet with delegate/alternate/officer status- the people have the right to know who is representing them and to be able to contact them.





Sign in Sheet issues

ALL people should sign in to the Caucus- nobody knows who the delegates, alternates or officers will be before the meeting convenes. 

A person does not have to decide to run for delegate or alternate when they sign in: A person could run for alternate if not elected a delegate.

A person could be an officer AND a delegate or alternate: the form indicates that only one is possible.

This form could be modified to have the Chair certify the names.  


VERIFY these forms are completed properly to reflect the actual election results BEFORE the CAUCUS ADJORNS- if there are mistakes or shenanigans, they can not be remedied after adjournment.

Caucus Registration Sheet

ALL persons who live in the BPOU can run to be a delegate and if not elected can run to be an alternate.


DO NOT leave caucus until you have ensured your registration form accurately reflects your status as a delegate alternate and / or precinct officer.


Take a photograph of your completed form and ask to have the CHAIR sign your form.



NOTE:

The forms created by the Party have now separated the names of attendees from the contact information of the attendees- this is likely to inhibit the ability of the people to communicate with each other- especially as new people join in the caucus. 


This separation of data facilitates the manipulation of the lists of delegate and alternates as occurred in 2022.

  

The MNGOP must AMEND its constitution RE caucus

The bylaws govern the day-to-day affairs off the Party-

When the legislature removed the caucus participation statutes in 2023, the burden to define rules for Caucus participation shifted to the major parties. The DFL held a convention to amend their constitution in Summer of 2023.

The MNGOP refused to call the necessary convention to address caucus participation and instead amended the bylaws. The bylaws are to govern the SCC and the State Executive Board. his is why the party acknowledges the constitution must be amended at the May State Convention.
